“Bureaucratickudzu isn’t just federal. Businesses must also comply withmunicipal and state regulations. Steven Teles of Johns Hopkins University coined a term for this complex and overlapping system in an article for National Affairs. He called it “kludgeocracy.” 
Akludge is apparently a computer term for “an inelegant patch put in place to solve an unexpected problem and designed to bebackward-compatible with the rest of an existing system. . . . Youget a very complicated program that . . . is exceedingly difficult tounderstand, and is subject to crashes.” 
“...it sounds like a combination of clutter and sludge — kludge.
