Well yeah, that's why the gov't (president) had to declare an emergency, so
they could get around and/or stop stumbling over their own rules.

It's just ludicrous.

Honestly, who in their right mind would ask these people to manage their
entire health care system?

I think Joe Wilson is right, If I have to take this plan, good, bad, or
indifferent, then every citizen, including members of congress, EVERY
citizen should have to be enrolled in it too.
